WHOLocal consultant to provide technical advice the Ministry of Health on the management of HIV, TB and OST services and the transition to domestic financing and integration of the services at PHC level
Background
The objective of WHO's presence in countries, territories and areas is to develop a two-way collaboration between the Secretariat and relevant stakeholders; of supporting their efforts of achieving health goals; of ensuring the attainment of universal health coverage and of contributing to global and regional public health action when and where required. WHO provides guidance and technical support in organizing the humanitarian health response and in revitalizing the capacity of the health sector to rebuild and recover from emergencies in appropriate and sustainable ways.
Details of the work
Working under the supervision of the Head of WHO office in Pristina and in close cooperation with staff from both WHO office in Pristina and WHO Regional Office for Europe, the consultant will:
1. Review documents from Kosovo public health authorities on HIV, TB and OST treatment, management and prevention services to ensure their alignment with respective WHO guidelines;
2. Advise on the adaptation of technical documents on HIV, TB and OST to Kosovo context;
3. Draft documents (estimations, administrative instructions) on Kosovo transition to domestic financing of HIV, TB and OST services;
4. Participate in planning and facilitating WHO technical missions and liaise with relevant stakeholders for agreed follow up activities;
5. Draft and review documents (presentations and materials) for capacity building activities on HIV and TB treatment literacy;
6. Advise on the integration of HIV, TB and OST services, draft recommendation on their inclusion to PHC service delivery package;
7. Support WHO and Kosovo health authorities on organizing media and outreach events (world TB day, world AIDS day) as well as draft talking points and press releases for media on HIV, TB and OST subject;
8. Review information and awareness raising materials on HIV, TB and OST, suggest revision to adapt the materials to Kosovo context; and
9. Perform other duties, as requested and agreed with WHO.
Deliverables
1. Monthly activity reports submitted on the last working day of each month during May-December 2023;
2. Documents on HIV, TB and OST treatment, management and prevention services adopted to Kosovo context;
3. Documents on Kosovo transition to domestic financing of HIV, TB and OST services;
4. Reports of WHO missions on HIV, TB and OST;
5. Documents (presentations and materials) for capacity building activities on HIV and TB treatment literacy;
6. A set of recommendations on the integration of HIV, TB and OST and their inclusion to PHC service delivery package; and
7. Talking points and revised materials on HIV, TB and OST.
Required qualifications and professional experience
Essential:
- Knowledge of WHO documents on HIV, TB and OST;
- Knowledge and understanding of Kosovo health systems;
- Ability to work with minimal supervision, under strict deadlines and with ‘can do’ attitude;
- Ability to work with people of different backgrounds;
Education Qualifications
Essential:
- Bachelor’s degree in medicines, public health, epidemiology, public policy, social sciences or a field related to the function from a recognized University. Desirable
- Master’s degree in one of the areas above.
Experience
Essential:
- At least two years of experience in health or social sector in Kosovo;
- Experience in working with Kosovo health authorities and senior decision-makers;
- Experience in reviewing documents, drafting policy recommendations;
- Experience in planning and organizing workshops and trainings;
- Experience in working with various stakeholders (media, civil society organizations, patient groups, health professionals).
Desirable:
- Experience in working with WHO, a UN System agency, governmental agency, international, national or equivalent NGO on health, social or related topics.
Languages
Essential:
Excellent knowledge of English and Albanian
Contract duration
The duration of the contact is 15 May – 31 December 2023. The consultant will be working 10 working days per month (1 working day is equivalent to 8 working hours that can be taken in parts during 10 days per month). The final working arrangements will be mutually agreed between WHO and the selected consultant.
Travel and work location
The expert may be required to undertake travel during the contract and should be living within commuting distance from Pristina. Occasional work and presence at WHO office in Pristina is expected.
