External Contractor (individual or company) for the Design of the Communication Strategy and Development of Visibility and Communication Materials
Project: Support to the labour market integration of young people in the hospitality industry (HoReCa), funded by the Government of Italy.
- Background
The HoReCa sector presents a significant opportunity for economic development and job creation, particularly for women, minorities, persons with disabilities, and young people. To realize this potential, the project aims to address key systemic challenges on both the supply and demand sides of the labour market. A robust communication strategy is critical for raising awareness, engaging stakeholders, and promoting the project's key outcomes to target audiences.
- Objective of the Assignment
The primary objective of this consultancy is to develop a comprehensive Communication Strategy and create visibility and communication materials to effectively promote the project’s goals, achievements, and outcomes to its stakeholders and the public[1]. This will be done under the overall supervision of the Senior Programme Officer and the Communication Officer in Budapest.
- Scope of Work
The contractor will perform the following tasks:
- Development of a Communication Strategy:
- Conduct a situational analysis of the communication needs for the project.
- Define the key objectives, target audiences, messages, communication products and channels.
- Creation of Visibility Materials:
- Design reports, presentations, and other official project documents using templates from the ILO Brand Hub and respecting the ILO regulations on this matter.

Ensure all materials adhere to the ILO and donor branding guidelines.
- Content Development for Outreach:

Draft content for press releases, newsletters, and social media posts including pictures to highlight the project launch while ensuring the donor is mentioned and respecting ILO terminology.
- Reporting:
- Provide a comprehensive report detailing the strategy, materials to be developed, and recommendations for implementation and sustainability.
- Situational analysis outlining the communication needs of the project.
- Defined objectives, target audiences, key messages, and communication channels.
- A detailed communication plan with a timeline, roles, and responsibilities.
- Implementation guidelines and monitoring mechanisms, including analytics.
- Project Logo and Branding Design
- Design and deliver the project logo in line with the ILO Brand Hub and donor branding guidelines.
- Create a style guide for consistent use of the logo, colours, and fonts across materials in line with the ILO Brand Hub and donor branding guidelines.
- Visibility and Communication Materials Package
- Brochures (trifold, A4): highlighting project objectives and target audience.
- Posters and banners for events and public displays.
- Templates for PowerPoint presentations and official reports.
- Editable design files for all materials.
- Situational analysis outlining the communication needs of the project.
5. Deliverables
The contractor will deliver the following:
5.1 A comprehensive strategy document in English, including:
5.1.1 Content Library for Outreach
- At least one social media post with visuals (e.g., infographics or project photos) on launching of the project. At least one press release announcing the launching of the project.
- At least one news item highlighting the end results
6. Duration and Timeline
The duration of this assignment is 20 working days between the period 15 February to 30 May 2025.
7. Qualifications and Experience
The ideal candidate should meet the following criteria:
- Proven experience in developing communication strategies and visibility materials, preferably for development projects.
- Strong knowledge of the HoReCa sector and labour market dynamics.
- Demonstrated expertise in content creation and design
- Familiarity with ILO or other UN agency branding and communication standards is an asset.
- Fluency in Albanian and English. Serbian is an asset.
7.1 Submission of Proposal
Interested applicants should submit the following documents at kosovoproject@ilo.org by January 31st, 2025, at 16:00 CET.
- A technical proposal outlining their approach to the assignment and timeline.
- Examples of similar work completed in the past.
- CV(s) or Company Profile
- A financial offer excluding VAT (ILO is a UN Agency).
The contractor will report directly to the ILO Senior Programme Officer in Prishtina and the Senior Technical Specialist on SME, Productivity and Just Transition in Budapest as well as to the Communication Officer in Budapest to coordinate with the project team for guidance and approvals.
