People-Municipality Interaction in Time of Crisis: A COVID-19 Case Study
The COVID -19 pandemic created a range of unprecedented challenges which affected people, societies and governing structures, at both central and municipal levels. Municipalities continue to be at the forefront of the COVID-19 crisis response. They are not only the key players in implementing the measures of central institutions, but also create bottom-up policies and COVID-19 response strategies. To understand these challenges UNDP in Kosovo undertook to explore the interaction between the people and municipalities to explore the interaction between people vis a vis municipal support and communication, as well as public service provision and the availability of resources in the context of the COVID-19 pandemic. UNDP’s Public Pulse Analysis report is based on research with 500 survey participants and nine focus group discussions in five targeted municipalities: Fushё Kosovё/Kosovo Polje, Podujevё/Podujevo, Prizren, Rahovec/Orahovac and Zveçan/Zvečan.
