A Journey of Transformation: Revitalizing Local Basic Court
The Revitalization of Basic Court in Shtërpcë/Štrpce Municipality
Once impaired by damaged infrastructure and an unpleasant working environment, the Basic Court in Shtërpcë/Štrpce has undergone a remarkable transformation, after UNOPS’s immediate works undertaken to implement the needed intervention supported by the UN Mission in Kosovo (UNMIK) Support to Kosovo Institutions Programme. Zorica Petković, the Administrative Assistant at the courthouse, has been witness to this journey of change and shares her experiences.
Zorica Petković, a dedicated individual, has been a part of the judicial system since 2011. Initially serving as an Administrator in the Criminal Court, she later assumed the position of Administrative Assistant at the Basic Court in Ferizaj/Urosevac - Branch in Shtërpcë/Štrpce in January 2013.
Prior to the renovation, the courthouse in Shtërpcë/Štrpce faced numerous challenges that impacted its daily operations. Zorica recalls, "We encountered difficulties and various problems, some of which we managed to solve on our own, but others persisted." One of the most pressing issues was the overflowing septic tank situated at the entrance of the courtyard.
The overflowing septic tank not only hindered access to the courthouse but also emitted an unpleasant odor, making it nearly impossible for staff to work comfortably. Zorica explains, "Parties had difficulty reaching the court due to the septic tank overflow on the stairs. There were leaks in the offices on the top floor, poor lighting in the courthouse and yard, and other issues."
The deteriorating facade, malfunctioning doors, cracked ceramics, and dilapidated walls further compounded the court's struggles. The courthouse also required additional investments, such as painting, insulation, and other improvements. Despite these obstacles, the court strived to ensure that its work remained unaffected.
The tides turned when the Secretariat of the Kosovo Judicial Council (KJC) approached UNMIK for assistance in connecting the court's drainage system to the municipality's newly constructed sewage network and UNMIK responded favorably to the request.
UNMIK cooperated with UNOPS to implement the renovation. The external facade received a refreshing makeover, and the entrance to the courthouse underwent significant improvements. The corroded emergency stairs were painted, the cracks on the office walls were repaired, and the reception counter was reinforced. These works greatly enhanced the work environment.
The impact of the renovation extended beyond the courthouse walls. Zorica notes, "Residents of the municipality and parties are eager to visit the newly renovated court building to witness the innovations and improved work environment." The transformation has instilled a renewed enthusiasm to work in the Branch in Shtërpcë/Štrpce, fostering a sense of pride within the community.
Zorica expresses heartfelt gratitude to UNMIK for their generous funding, which enabled the identification and resolution of these long-standing issues. She also acknowledges the contributions of UNOPS and the contractor responsible for the courthouse renovation.
The story of the Basic Court in Shtërpcë/Štrpce is a good example of the power of collaboration and investment in revitalizing justice infrastructure and how this contributes to a positive environment that allows better access and improvement in operations for everyone. As a result, the court in Shtërpcë/Štrpce continues with renewed commitment to navigate the path of justice, providing fair and accessible legal proceedings for the community it serves.
