A New Era for Social Housing in Kosovo: Collaborative Efforts and Community Engagement

Kosovo is currently experiencing a significant advancement in its housing sector, in addition to the booming private sector construction, this is also thanks to the recent signing of a €25 million loan agreement between the Ministry of Finance, Labour, and Transfers and the Council of Europe Development Bank (CEB). This agreement is part of a broader initiative aimed at improving the housing system in Kosovo, with a specific focus on supporting families in need and enhancing overall living conditions and further enhancing the concept of affordable housing.
The Feasibility Study for the Adequate Social Housing Program, conducted by the Ministry of Environment, Spatial Planning, and Infrastructure with technical support from UN-Habitat, has played a pivotal role in bringing about this agreement. The study, which was funded by the CEB and the Italian Fund for Innovative Projects, reflects the collaborative efforts of both local and international stakeholders.
During several meetings of the Project Advisory Committee, including the final validation roundtable of the Feasibility Study on Adequate Social Housing Programme for Kosovo attended by key figures including the Prime Minister, the continued commitment and progress of the project were highlighted. These meetings emphasized the importance of professional management in the housing sector and the alignment of housing policies with broader socio-economic objectives.
In addition to this, the Ministry of Environment, Spatial Planning, and Infrastructure (MMPHI), has secured a grant of 2 million EUR from the Western Balkans Investment Framework (WBIF). This grant further supports the government's efforts in enhancing the housing sector in Kosovo.
The whole success is based on community participation to shape the concept of the social housing program. This inclusive approach ensures that the program effectively addresses the real housing needs of the population.
