Ms. Spence of Norway has 30 years of professional experience from government, the UN, NATO and civil society. She has cross-cutting competencies in security, development and humanitarian affairs.
Ms Spence joined the World Food Programme in 2014 as Director of Partnerships. She led the implementation of WFP’s Partnership Strategy, while also coordinating the organization’s work on Agenda 2030 and World Humanitarian Summit. She subsequently served with WFP in the Democratic Republic of Congo, supporting famine and Ebola response as Director of Partnerships.
More recently, Ms Spence managed WFP’s field operations in Pakistan as deputy and acting Country Director. In Pakistan, she supported the government in its UN Food Systems Summit engagement, disaster management and augmenting social protection. In September 2021 she was seconded by WFP to the Scaling Up Nutrition (SUN) Movement, where she led organizational transformation and served as Acting Director.
Prior to joining WFP, Ms Spence served with OCHA, UN Office in Geneva, Norwegian Refugee Council and the Red Cross Movement. Her first field deployment was in 2012, as Deputy Head of Office, OCHA Afghanistan.
Ms Spence began her career in the field of foreign and security policy, where her work included positions with the Norwegian Ministries of Foreign Affairs & Defense, and NATO’s International Staff. While at NATO, Ms Spence negotiated several joint policies between NATO and partners on peacekeeping.
Ms Spence holds a master’s degree in International Relations from Oslo University.

Adrian Prenkaj

Head of Development Coordinator’s Office
Adrian Prenkaj leads the strategic guidance, coordination, and management of the UN Development Coordinator’s Office in Kosovo, supporting the UN Kosovo Team in advancing the 2030 Agenda and Sustainable Development Goals. He oversees sustainable development analysis, joint programming, partnerships, resource mobilization, and communications, while ensuring effective inter-agency coordination and operational efficiency.

With over 15 years of experience in development cooperation, strategic planning, and multi-stakeholder coordination, Adrian supports integrated UN system efforts aligned with Kosovo’s sustainable development priorities. Prior to joining the UN Kosovo Team, he held senior advisory roles in governance, digitalization, and EU policies.

He holds a Master’s degree in International Relations from the University of Durham, United Kingdom, and a Bachelor’s degree in Political Science from the University of Pristina.
George Willcoxon

Senior Development Coordination Officer (Economist)
Immediately prior to joining the DCO in Kosovo, George was the Head of the Resident Coordinator’s Office and Chief of the Coordination Unit at UNSCO, the integrated special political mission based in Jerusalem. He reported to the USG and triple-hatted ASG in support of the political, development, and humanitarian responses to the war in Gaza and the escalation in the West Bank, including East Jerusalem. He deployed on surge to OPT in October 2023.

In 2022 and 2023, George was a senior “roving surge officer” for the RC system and deployed on short notice to support triple- or double-hatted RCs in Baghdad, Bangkok (supporting Myanmar), and Kabul. Before taking on the surge role, George served for three years as the Economist at UNSCO. From 2015 to 2019, George was an Economic Affairs Officer at UN ESCWA in Beirut and a Political Affairs Officer at the special political mission in Cyprus, during the last intensive round of UN-mediated settlement talks.

He holds both a master’s degree in public policy and a doctorate in political science from the University of California, Berkeley. A quantitative social scientist by training, his practical experience and scholarly research have focused on political economy, conflict and political violence, development, and post-conflict recovery strategies. George is from California and has two children.

Sara assists in the preparation of, and conducts jointly with the Team Leader, a review of financial and human resource proposals/requirements. Consolidates budget/work programme in line with the RCO annual plan and in respect to Headquarters’ budget, trust funds, grants, and procurement. On monthly basis monitors expenditures, prepares reports and compares with approved budget; prepares proposals for adjustments as necessary in close coordination with the Team Leader. Assists the Team Leader in the elaboration of resource requirements for budget submissions to HQ. She assists in preparation of budget performance submissions and finalization of budget performance reports, analysing variances between approved budgets.

Associate Development Coordination Officer, Programme Communications, Advocacy and Outreach
Shpend contributes to strategic advocacy, programme communication and outreach in support of the UNSDCF and local promotion of United Nations global communications and advocacy priorities on the work of the United Nations in other key thematic areas such as SDGs and UN Values. He provides substantive support to the DC and UNKT on strategic advocacy, programme communications, media relations, outreach, as well as social media and online communications. Shpend supports the development of publications and media products and manages the branding for. He also coordinates the work of the UNKT Communication Group.

Vjosa provides administrative and logistical support to the UN Development Coordinator in the implementation of the UN Sustainable Development Cooperation Framework (UNSDCF) by supporting in effective and efficient Functioning of the RC/DC’s office, effective communications and administrative support to the office as well as effective facilitation of knowledge building and management.
Yllka Pllana

Yllka Pllana

Assistant Development Coordination Officer, Data/Knowledge Management and Results Monitoring/Reporting
Yllka provides substantive support for the development of strategic policy documents and frameworks such as United Nations Sustainable Development Cooperation Framework, UNSDCF and coordinates inter-agency efforts for monitoring and reporting of UNKT results under the UNSDCF. She coordinates the work of the UNSCDF Results Groups including the Monitoring, Evaluation and Learning Group. She provides support in development and implementation of the CCA and UNSDCF, including support to UNCT data and research strategies. Yllka supports the UN’s engagement with national data and statistical systems, by facilitating engagement with national entities, including on SDG indicators framework and SDG monitoring and reporting. In addition, she contributes to knowledge management and sharing.
