Organizational Setting
The Regional Office for Europe and Central Asia (REU) is responsible for leading FAO's response to regional priorities for food security, agriculture and rural development through the identification, planning and implementation of FAO's priority activities in the region. It ensures a multidisciplinary approach to programmes, identifies priority areas of action for the Organization in the Region and, in collaboration with departments and divisions at Headquarters, develops, promotes and oversees FAO's strategic response to regional priorities. REU also advises on the incorporation of regional priorities into the Organization's Programme of Work and Budget and implements approved programmes and projects in the region, monitors the level of programme implementation and draws attention to problems and deficiencies. The Regional Office supports regional policy dialogue on food security, agriculture and rural development issues, facilitates the emergence of regional partnerships, and supports capacity development and resource mobilization for food security, agriculture and rural development in the region.
Background
The project “Support to strengthening sustainable and multipurpose forest management to improve rural livelihoods and address climate change in Kosovo” - GCP/KOS/007/SWE aims at increasing the contribution of forest sectors to the Kosovo economy through a participatory and gender-responsive forest management and is strengthened in accordance with relevant rules on forests and supported with value-chains for poverty alleviation.
The Programme is structured around three components, each further operationalized into specific outputs and activities. In the framework of component 2 “ Enhance transparency and strengthen the institutional capacity in good governance and implementation of forest policies, strategies and programmes, Output 2.1 aims at having Kosovo Forest Information system (KFIS) operationalized for transparent decision-making in Sustainable Forest Management. KFIS is based on open source web technology and is using Java programming language for the server components, together with advanced software for GIS and other functionalities. KFIS is a potentially strong tool for monitoring and verifying all activities in the forest sector, including the rule of law and accountability of stakeholders.
Reporting Lines
The DevOps Developer reports to the Local Team Leader, and works under the overall technical supervision of the Lead Technical Officer and the information and technology division (CSI) and under the direct supervision of the International Software Developer. He/she will also work closely with the project’s international and local consultants and with focal points of Kosovo Forestry Agency (KFA).
Technical Focus
The DevOps Engineer is part of the FAO Kosovo Forest Information System development team, with the principal tasks of deploying and maintaining all components of the IT infrastructure, as well as supporting the software development work.
Tasks and responsibilities
- DevOps – SDLC, Continuous Integration and Delivery (BitBucket Pipelines) - Monitoring and Analytics of Performance
- Server administration – Installation and configuration of Unix/Windows Operating Systems, GeoServer integration, Postgres/PostGIS databases
- Securing systems with SSL, vulnerability assessments, 3 tier architecture deployment (Web, Application, Data tiers)
- Virtual Server Management (VMware, hyper-v, etc)
- Java Application Service Management – Apache http server, Apache Tomcat, GeoServer, etc
- Support to backend development – Java/Spring/hibernate
- Support to front end development – Bootstrap, HTML5, JQuery
- Good knowledge in Software Patterns and Best Practices is a plus
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
- University degree or relevant educational certification in Computer Science, IT Engineering, Professional Software Engineer or closely related discipline.
- Working knowledge of English.
- At least 3 years of experience in DevOps and/or software development.
